There's a useful analogy from UK regulatory history. When GDPR came into force in May 2018, of those small businesses that had taken steps to comply, only 8% had completed their preparations three months before the deadline (FSB, Data Ready, February 2018). The majority scrambled, implemented imperfectly, and moved on. And then — critically — 35% of UK GDPR decision-makers said compliance had become less of a priority for their organisation in the year following the deadline (Egress, September 2019).
