They won't. Here's why.
Failure Mode 2: IT Doesn't Understand Creative Workflows
This isn't about competence. It's about fundamentally different mental models for what "safe" means.
IT thinks in terms of approved vendors, security assessments, procurement cycles, and controlled rollouts. Twelve to sixteen weeks to evaluate a tool. Fair enough, that's how enterprise software works.

Remember Slack, Dropbox, and Zoom? Every one of them spread as Shadow IT before formal adoption. Slack operated unauthorised for six months at BetterCloud before IT discovered it. Zoom spread because official video solutions were unreliable. Dropbox because VPN-bound file shares were unusable.
Tim Burke, former CIO, said it bluntly: "Shadow IT is a warning bell. It means IT isn't moving fast enough."
ChatGPT is just the latest version of the same pattern. And banning it will work exactly as well as banning Dropbox did.
Here's the structural mismatch:
IT prioritises consistency. Standardised tools, uniform processes, predictable security postures. This makes sense for operational work—finance, HR, administration.
Creative work prioritises adaptability. Different clients need different approaches. Projects evolve mid-flight. Tools get tested, adopted, or discarded based on what works this week for this brief.
When IT applies operational controls to creative workflows, creative teams route around them. Not because they don't care about security. Because the controls prevent them from doing their jobs.
I saw this mismatch at my pharmaceutical agency. We were nimble enough to avoid the procurement bottleneck entirely—when AI emerged in early 2023, we experimented with ChatGPT on fictitious work first, testing capabilities without client data exposure.
Once we validated the value, we moved straight to a commercial Teams account for actual client work. No twelve-week approval cycle. No IT procurement gates. We moved fast because we could.

Whatever the reason, the outcome is the same: competitive advantage walks out the door when people leave. Governance breaks that pattern by making knowledge capture part of how work gets done.
The Policy-Reality Gap
Let me show you what this gap looks like in practice—patterns I've observed repeatedly, even if the specific details vary:
The Approval Bottleneck Pattern:
Your agency implements a sensible AI tool approval process. IT evaluates security. Procurement negotiates pricing. Legal reviews terms. Timeline: 12-16 weeks.
Meanwhile, your creative director has a pitch due Friday and needs an AI tool today.
The math doesn't work. The policy assumes time that doesn't exist. So people route around it—not maliciously, but because deadlines don't wait for procurement cycles.
The Training Disconnect Pattern:
You mandate annual AI security training. Everyone completes it. Ticks the box. Acknowledges the policy.
The training explains risks: data leakage, IP exposure, compliance violations. All accurate. All important.
But it doesn't explain workflows. It doesn't show your team how to actually do their work safely. It just tells them what not to do.

You're not going to solve this reactively. By the time you discover and ban one tool, three more have already spread.
Traditional compliance approaches fail because they're designed for predictable workflows, binary choices, and simple enforcement. Shadow AI operates in creative environments where workflows are iterative, choices are contextual, and enforcement creates workarounds.
The question isn't whether to govern AI usage. That ship sailed when 71% of your team already adopted unauthorised tools.

If it's the latter, your approval process is too slow for operational reality. People are routing around it.
4. Does your IT approval process complete faster than project deadlines?
If not, Shadow AI is inevitable. Teams will use unauthorised tools because authorised ones aren't available when needed.
5. Do you govern tools (by restricting names) or data (by classifying information)?
If you're banning "ChatGPT" and "Claude" by name, you're playing whack-a-mole. New tools emerge monthly. Governance controls what data goes in—regardless of tool name.
If three or more make you uncomfortable, you're likely building compliance theatre rather than governance.
And recognising that gap? That's actually progress.
One Thing You Can Do Monday
