There is no single AI Act on the horizon to wait for. As of March 2026, the Government confirmed it has no preferred legislative option on AI and copyright, with comprehensive legislation now unlikely before 2027 at the earliest. The binding governance pressure on agencies is not arriving through one dramatic piece of primary legislation. It is arriving through instruments already in force: the DUAA, ICO codes and consultations, PPN 017 in central government procurement, and sector-specific contract terms being updated by ISBA, the AA, and PRCA. Agencies waiting for the starting gun will not hear one. They will lose ground buyer by buyer, tender by tender, client conversation by client conversation.
